Abstract: The economic progress of a country, region, or city is largely influenced by industries, which contribute to shape the society and promoting urbanization and modernization. Among these industries, weaving is considered as one of the contributors to the economic development of any region. However, the growth of the weaving industry is not solely dependent on human resources and their skills but is also influenced by other factors such as education, infrastructure, technology, and banking and finance. Unfortunately, the lack of spatial planning strategies in India has hindered the development of weaving clusters in the country. This thesis has focused on the development of Sambalpuri handloom weaving clusters, with a case of the Janata cluster. The study has aimed to analyse the current state of the Sambalpuri handloom weaving industry in Bargarh district, including its production, marketing, and distribution, and to identify the challenges faced by Sambalpuri handloom weavers in the district. The study has also aimed to explore opportunities for growth and development of the industry, including the use of innovative designs, techniques, and materials, and the promotion of traditional handloom weaving techniques and cultural heritage. The study has proposed to facilitate capacity building and skill development programs for Sambalpuri handloom weavers in Janata cluster, and develop policy recommendations and action plans for the development of Sambalpuri handloom weaving clusters in other parts of the region and country. Overall, this thesis has found out insights into the development of sustainable and inclusive handloom weaving ecosystems in India and to promote the growth and competitiveness of the handloom weaving industry in the country
