Abstract: Student-centric Area Circulation Plan is an adopted terminology followed by the concepts of circulation plans especially designed to facilitate student circulation plans prepared and followed in various universities and colleges with open campuses around the world into a neighbourhood. Various large colleges prepare a campus master plan which has student circulation plan as a part of it. The basic motives of the student-centric area circulation plan is to propose most effective convenient and safe circulation network in any demarcated neighbourhood area with consideration of need of various stakeholders, to suggest policies and plan infrastructure for pedestrians and bicyclists along with conventional vehicular traffic in the area and to unite the area by bringing it in a loop circulation system and to bring various land use functions within walking distances by facilitating better infrastructure for the mobility of users. Now the question arises that why do we need it? Students are one of the most careless and carefree commuters on roads. They, many of times, are a major reason of heavy congestions and dangerous conflicts/accidents, especially in the areas where they contribute the majority of the population. So, we need a strategic and action plan in order to promote a change in student travel behaviour, avoid congestions, jams and conflicts on roads and promote routes which help them save their time of trip and easily and safely access roads with heavy vehicle PCU. Hence, with the techniques followed in the preparation of a neighbourhood circulation plan and open college campus, we can plan for a neighbourhood where students, basically the pedestrian and bicyclist population, to safely access the roads and move to their respective institutions with ease. The various proposals for the initiation of the plan are to change the geometric design of the roads to facilitate pedestrian and bicyclists, providing infrastructure for public transit facilities, establish rules/policies to remove encroachment from the shoulders of the roads and from footpaths and conventional methods to encourage the use of most preferred mode of transportation by them in order to increase it.
